This announcement is open to those within the local Eglin Air Force base commuting area.This is a Non-Supervisory NH-1515-03 position, which has a typical 2024 salary range of $86,962 to $134,435 (including locality).The primary purpose of this position is to serve as an Operations Research Analyst for the Nuclear Weapons Acquisition Division (AFNWC/NDB), supplying analytic cost estimating support using mathematical, statistical, econometric, and other scientific methods and techniques. Additionally, candidates should have expert knowledge in cost policy and procedural guidance.This position is not eligible for full time or remote telework. Situational telework may be available at the discretion of the hiring manager.Candidates should have a strong functional background in cost estimating and decision support experience.

Candidate needs to be able to effectively communicate, collaborate, and influence other functional and program stakeholders. Familiarity with various economic indicators, cost software, tools, and methodologies is highly desired.Candidates should have demonstrated experience in working effectively with multiple DoD, academic, and private industry organizations.DUTIES:Serves as a member of the NDB cost team.Gathers data on the cost of related systems using historical data, government data bases, and commercial pricing information.Leads work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques.Develops databases and data visualizations from a variety of collected data sources.Performs a broad range of cost and operations research analysis assignments entailing unique problems, creativity, innovative techniques, advanced approaches, and new technology.Develops cost estimating models using approved government methodologies and applications.Documents analyses in a manner that is consistent with program office process.Analyzes contractor performance data to forecast cost and schedule status.Calculates and forecasts future costs of systems, projects and programs, resources to support independent studies, key strategic programs, investment decisions, and various management reviews (e.g.

milestone reviews, estimate reviews, etc.).SKILLS:Strong background in DoD Acquisition Process is preferred.Knowledge of mathematical and statistical modeling, earned value management (EVM) is desired.Advanced experience with Microsoft product suite, such as Microsoft Excel, PowerPoint, and Access, SQL for database development and data retrieval, and data visualization software such as Tableau is desired.Strong quantitative skills, expert problem-solving ability, adeptness in the use of logic and above-average communication skills is preferred.REQUIREMENTS FOR THE POSITION:U.S. CITIZENSHIPMust be able to obtain and maintain a Top Secret security clearance.Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112 81, Subtitle F Financial Management, Section 1599d.

Incumbent shall comply with the requirements of this certification program within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 60 Continuous Learning points every 24 months.This position is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) Business - Cost Estimating Practitioner certification (APDP Level 2 prior to Oct 2022) requirements applicable to the career category designated on the position description within 24 months of assignment.

This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.Work may occasionally require travel away from the normal duty station on military or commercial aircraft.This is a drug testing designated position.
