Just because there aren't any human NPC's left in Fallout 76, doesn't mean you can still join some iconic factions.

There’s a shadow organization known as The Enclave hiding in the region, and if you want to find them, and get on track to gaining access to a nuclear silo, you may find this group interesting.

Just before the bombs fell, US leadership re-located to a remote Oil Rig off the coast of San Francisco. The Enclave’s mission – to re-establish governmental control of America from key locations, like a secret bunker hidden somewhere deep in Appalachia.

Joining the Enclave

This secret faction isn’t exactly handing out flyers, so you’ll need to do some digging to get their attention.

Look for the Abandoned Waste Dump on the Far East side of The Mire, and clear out the two level 20 Deathclaws inside. These two enemies can be a handful when attacking together - you may want to consider bringing some friends, or trying to find a vantage point out of melee range so they are forced to use less damaging projectiles instead.

Near the back of a cave is a secret elevator to a bunker, but the controls are locked. Instead, look to the left of the elevator entrance and you can find a small alcove leading to the body of an agent.

Inspecting him will start the quest Bunker Buster, which is your ticket to the Enclave. Get his holotape and also look in the nearby Deathclaw Nests for a Security Bypass Holotape that fell in, and play it when inside the elevator to gain access to the bunker.

Once inside, follow the agents and look for a note on how to bypass the laser grid, and look for a desk in the room above the laser grid hall to find a note with more instructions on how to gain access:

Reset the breaker, open an air flue in the laundry room, and activating a circuit on the second floor of the main bunker room to gain access to inner bunker.

Here you’ll find the body of a dead senator, and a keypad on the wall. Search the place for documents with dates and try them as codes to unlock a secret stash behind a painting with his keycard - a congressional access card to The Whitespring Bunker.

Head to the back of the Whitespring Resort at the edge of the Savage Divide and look for a bunker entrance. Use your keycard to disable the laser grid, and head inside to get a creepy welcome from your host.

Go on the guided tour of the bunker to meet your host, MODUS who wants a little favor to make sure your bad enough to belong in this faction, starting the quest One of Us. No matter how you fill out the questionnaire, you'll still have to prove yourself.

You’ll have to infiltrate a naval base at Sugar Grove in the Savage Divide, go downstairs into the control room and upload the holotape onto the terminal so you can collect the data upstairs, and get back to the bunker with them.

Finally, you’ll be sent to the National Radio Astronomy Research Center to uplink your new friend to the cloud - so to speak. Be sure to grab your reward as it shoots down from space - orbital missile strike grenades!

That’s not all: returning to the Whitespring Bunker will officially Mark you as a member of the Enclave, and you’ll have access to quite a lot of perks: a new lower level with get you access to production terminals to trade with, tons of workshops to use for crafting, and even a science wing with more shops - and the ability to buy mutation serums… for a hefty price.

Lastly, it should be noted that the military wing can be used to start on your path to gaining access to the three nuclear silos in Appalachia, but you’ll first need to enlist in the military at Camp McClintock to start that journey, by completing the Back to Basic side quest, and then you'll be able to start the enclave quest Officer on Deck.
